Roseville is a city in Macomb County in the U.S. state of Michigan. Until 1958, Roseville was a part of Erin Township. The first permanent post office in the area was established in 1840 by William Rose who named it the Roseville Post Office in honor of his father Dennison Rose, a veteran of the War of 1812. Michigan's first commercial airport, Packard Field, opened at Gratiot Avenue and Frazho Road in 1919. An early regional mall, the Macomb Mall, opened in 1964 and is still open today. Roseville has a Council-Manager government. Voters elect the six council member, mayor, city clerk and treasurer for four-year terms. The terms are staggered so that only three council members are selected in odd-year general elections. The city has a total area of 9.86 square miles (25.54 km²), of which 9.83 square miles of that is land and 0.03 square mile (0.08 km²) is water. The population was 47,299 at the 2010 census. The racial makeup of the city was White, African American, 0.6% Native American, 1.4% from other races, and Hispanic or Latino of any race were 2.0% of the population. In 2010, there were 21,260 housing units at an average density of 2,162.8 per square mile. In the city, the average household size is 2.4 people.

History

The first permanent post office in the area was established in 1840 by William Rose who named it the Roseville Post Office in honor of his father Dennison Rose, a veteran of the War of 1812. Michigan's first commercial airport, Packard Field, opened at Gratiot Avenue and Frazho Road in 1919. An early regional mall, the Macomb Mall, opened in 1964 and is still open today. The Eastgate Shopping Center was constructed on the site in the 1950s. In 1958, the village and remaining parts of Erin Township were incorporated as the City of Roseville. It currently circulates approximately 250,000 items annually. The Erin-Roseville Library wasestablished in 1936 in one room of the Municipal Building. The library moved to its own building in the 1960s and into the newly constructed civic center in 1974. The Roseville Civic Center was built in 1974 and is located at the corner of 11 Mile Road and Gratiots Avenue. It is located on the former site of the Erin Township Building, which was constructed in 1886. It has been named after Roseville resident William Rose, who was a member of the original Erin Township Board of Trustees and served as the first mayor of the village. It was named after his father, who served from 1812 to 1834. The current mayor is the son of William Rose and his wife, Mary Rose, and is the daughter of former Mayor Mary Rose and former Mayor of Erin, William Rose. The city was incorporated as a city in 1926.

Geography

According to the U.S. Census Bureau, the city has a total area of 9.86 square miles (25.54 km²) of which 9.83 square miles is land and 0.03square miles (0.08km²) is water. I-94 runs northsouth, still traveling east and west, along the eastern edge of the city. M-97 (Groesbeck Highway), named for Governor Alex Groesbeck, is near the western edge of Roseville. Utica Road is an important diagonal connector that criss-crosses the city from southeast to northwest, starting at Martin Road, near Gratiot Avenue, and extending to the city's northern boundary at 13 Mile, then to Fraser, Clinton Township, Sterling Heights and Utica beyond. Unnumbered roads are found on 10 Mile Road on the south (Eastpointe, formerly known as East Detroit) border through 14 Mile road on the north border. The city is located in the Upper Peninsula of Michigan, and is home to the University of Michigan at Ann Arbor and Michigan State University. Roseville has a population of 6,000 (as of the 2010 U.N. Census), and a population growth rate of 1.2% since the 1990s. The U.K. Census estimates Roseville's population to be 6,100 (in 2010), up from 6,200 (in 2000).

Government

Roseville has a Council-Manager government. Voters elect the six council member, mayor, city clerk and treasurer for four-year terms. The terms are staggered so that only three council members are selected in odd-year general elections. Roseville is located within the 39th Judicial District with the City of Fraser. The city is located in the Fraser Valley and is located on the Fraser River. The town has a population of about 2,000. The council is made up of six members, with the mayor and city clerk being the head of the council. The mayor has a term of four years, and the city clerk has a four year term of two years, with a treasurer's term of one year. The City of Roseville was founded in 1872. The current council is elected for a four- year term, with an election held in odd year general elections every two years. The election is held in the city's downtown area on the first Tuesday of the month. The elections are held in a staggered fashion. The term of office for the mayor is four years; the terms for the council are two years and two years respectively, depending on the election results. The council has a mayor and a city clerk for a two-year term, and a treasurer for a three-year period. The Mayor is elected by the council for a six-month term, the treasurer for two-and-a-half years, the clerk for one-year, the secretary for one year, the attorney for the city for the second year.

As of the census of 2010, there were 47,299 people, 19,553 households, and 12,055 families living in the city. There were 21,260 housing units at an average density of 2,162.8 per square mile (835.1/km²) The racial makeup of the city was 83.1% White, 11.8% African American, 0.4% Native American, 1.6% Asian, and 2.6 percent from two or more races. Hispanic or Latino of any race were 2.0% of the population. The average household size was 2.41 and the average family size was 3.03. The median income for a household in theCity was $41,220, and the median income. for a family was $49,244. The per capita income for the city is $19,823. About 6.1%. of families and 7.9% of those under age 18 and 5.8%. of those 65 or over are living below the poverty line. The city's population was widely diverse, with 23.1 percent under the age of 18, 8.2% from 18 to 24, 33.0%. from 25 to 44, 20.2%. from 45 to 64, and 15.4%. who were 65 years of age or older. The median age was 37.9 years. For every 100 females there were 93.8 males. ForEvery 100 females age 18 or over there were 90.1 males.

Education

Public schools are operated by Roseville Community Schools and Fraser Public Schools. The charter school Conner Creek Academy East is in the city. St. Angela School of the Roman Catholic Archdiocese of Detroit operated from approximately 1954 until the 2010s. The city is home to the U.S. Air Force Academy, which is based in Detroit. The U.N. Embassy in Detroit is also located in Roseville. It is located in the same building as the Air Force Base, which was built in the early 20th century. The airport is located on the Detroit River, which runs through the city and into the Detroit suburb of Romulus. It was the first airport in the United States to be built in 1929. It opened as a military base in the 1940s. It has since become a major international airport. It also serves as a hub for air traffic in the Detroit area. The Detroit area has a long history of air travel, dating back to the mid-19th century, when the first passenger plane landed in Detroit in 1849. The first passenger aircraft to land in Detroit was the USS Detroit, which arrived in 1852. The last passenger plane to land on the city's shores was the aircraft carrier, which left the city in 1855. It left in 1859. The harbor was the site of the Detroit International Airport, which later became the Detroit Port Authority, which opened in 1858. The Port Authority also has a naval base in Detroit, where it was based until the 1960s.
