In the spring of 1857 it was purchased by Samuel C. Pomeroy, who changed its policy and published it as a free-state paper until the fall of the same year, when he became the sole owner. The Squatter Sovereign, a paper with strong pro-Slavery sentiments, was first issued on February 3,1855. It had formerly been published at Liberty, Missouri, under the name of the Democratic Platform. The town company was formally organized by electing Peter T. Abell, president; James Burns, treasurer; and Dr. Stringfellow, secretary. In May 1858, West Atchision was laid out by Samuel. Roberts, John Roberts, and Samuel Dickson.

History

Atchison is the primary city name, but also Potter are acceptable city names or spellings. Atchison was founded in 1854 and named in honor of Missouri senator David Rice Atchison, who was a prominent promoter of both slavery and popular sovereignty over the new lands. The city was once a pro-slavery bastion, but by that year, the anti-Slavery forces took control of the city. The first schools in the town were private, including parochial schools operated by the Germans. The German element, largely opposed to the Sunday laws of the new city government, agreed to a compromise that allowed the sale of beer on Sundays after church services. In 1883, the free-delivery system was inaugurated, and in 1883 the first post office was established. The town was incorporated on August 30, 1855, and the first mayor was elected on March 2, 1858, and Republican Samuel C. Pomeroy was elected mayor on March 13, 1857. The last post office opened in 1857, and a high school was established in October 1858 at the corner of Lizzie Bay and the Missouri River. The state legislature issued a charter to the city in 1858 to allow the city to have a public school, but it was not until 1883 that the school system was fully operational. It is the only school in the state to be named after a single person, and it is one of the oldest in the U.S., having been founded in the 19th century. The school is now a part of the University of Kansas.
